If two pens are kept on a table why don't they attract each other???

because force of gravity act which attract both the pen , neither electrostatic nor magnetic force act on them

According to your question, the pens are kept on a table, firstly you may know that magnet produces some type of magnetic field and it resulted in sticking of that magnetic materials. But your question is why they don't attract each other. The reason is that the pen are made up of some other non magnetic material and therefore it can't produce magnetic field and no changes were observed.
