A simple rule for this problem is that the sum of two sides must never be greater than the third (largest) side and neither should be lesser than the third side.

For example, Let A,B and C be the sides of a triangle,

For A=2, B=5, C=10, the triangle is not possible since  A+C>B  and  A+B<C  

And A=7, B=5, C=12 the triangle is possible since  A+B<C  and  A+C>B  

So, in your triangle, the third side should be greater than (10–4)= 6 cm and smaller than (10+4)= 14 cm. That is, it can be of any length between 6 cm to 14 cm.
