So,
two-third of x will be = 2/3 x
three-fifth of x = 3/5 x
so,
2/3 x - 3/5 x = 7/4
x (2/3 - 3/5) = 7/4
x (10/15 - 9/15) = 7/4
x ( 1/15) = 7/4
x = 7/4 * 15 
x = 105/4

Therefore, rational number is 105/4
