just rationalise the L.H.S and compare the value from R.H.S

  \frac{ \sqrt{3 }  - 1}{ \sqrt{3} + 1 }  = a + b \sqrt{3}  \\ rationaize \\ we \: get \\  \frac{4 - 2 \sqrt{3}  }{2}  = 2 -  \sqrt{3}  \\
Now compare it we get a=2 b=-1
proceed in 2 as 1
