honest people=12

dishonest people=8

quadratic equation with roots a,b

is X^2-(a+b)X +ab=0

x ^{2}  - (12 + 8)x + 12 \times 8 \\  = 0

x ^{2}  - 20x + 96 = 0

x = 12

x = 8

are the roots of polynomial

a \: quadratic \: polynomial \: is \: of \: the \: form \\  \\  {x}^{2}  - ( \alpha  +  \beta )x +  \alpha  \beta  = 0 \\  \\ for \: roots \:  \alpha  \:  \beta  \\  \\ now \\  \\  \alpha  = 12 \\  \\  \beta  = 8 \\  \\ then \: the \: polynomial \: is \\  \\p(x) =   {x}^{2}  - 20x + 96

hope it helps.
