All units in system1 :  those in system2 = 2 : 3
Units in system 1 are  2/3 of those in system 2

Angular momentum  =  mass  * angular velocity =  m  * ω
               =  mass *  linear velocity / radius 
                 =   mass * radians / sec

Ang momentum 1  =  (2/3)  *  (2/3)  /  (2/3)  of system 2
                 AM1 : AM2  =  2/3  or    2:3

kvnmurty: you r right. Angular momentum = Linear momentum * radius of rotation. So it is mass * velocity * radius = mass * distance / time * radius So 2/3 2/3 1/(2/3) 2/3 = 4/9. IT HAS TO BE 4/9. NOT 9/4.
