It is not necessary. if the velocity is zero then the acceleration may/may not be zero.

for example - if you throw a ball upwards. then at the top most point, it's velocity will be zero but it's acceleration will be non-zero.

A tip for you. if you want to find the presence of acceleration then check whether a force is applied or not. there is no connection between acceleration and velocity.
