If water has H2O, when Hydrogen and Oxygen can burn, why water can't burn???

Due to hydrogen the chemical properties of oxygen change totally .... it's not only o2 anymore so we cannot burn anything in water

You can’t burn water because it is a product of combustion(burning), it can’t be oxidised further and still give out energy, so it can’t be burned. If we split is up into Hydrogen and Oxygen by passing a current through it, the hydrogen will burn .
