Vasopressin is secreted.
Its the ADH, or Anti Diuretic Hormone.
Its job is to reabsorb as much water as possible from urine.
So if water intake is low, the pituitary gland will secrete vasopressin to reduce water loss from the body.

we can't say that our urine is concentrated or diluted

See vasopressin or antidiuretic hormone is secreted anyhow whether water uptake is low or high. It's intensity and volume (amount) just changes.
When water uptake is low , blood is concentrated
So more water is selectively reabsorbed
Hence permeability of kidney tubules is increased
So it is evident that the secretion of vasopressin is also increased.
