if water is an eloctrolyte then shouldn't ice and vapour be electrolytes too?
if yes then is that not against the statement that electrolytes are always liquids.

Actually no electrolytes are only in liquid state so that electricity could pass easily. If we take a example of HCl it ionizes only in molten state because it want free ions to ionize
