( Listen in your question I cant tell which one is Solute or solvent... What i mean here is that your question is incomplete.
Your question must be like this to tell which one solute or solvent ie. Eg. 60 ml of alcohol is mixed with 20 ml of water, which one is solute or solvent ?
Now here water is Solute as it taken in lesser amount ie Volume and Alcohol is solvent which has taken in large amount ie Volume as compared to water.)
IN GENERAL:
When you add alcohol to water the alcohol becomes the solute and water becomes the solvent.
But when you add water to alcohol water becomes the solute and alcohol becomes the solvent.
