if we can complain to the teacher who is not following the government syllabus whether the school is private or government and also school if it had not taken exam according to govt exam date which is private school

If we tell that to the teacher then you might recive a punishment though you can right a Petition signed by more than 200 people and give it to the Principal saying that if he or she does not follow the Goverment order of exams then they can do a court case on the School.

I belive in you that you can do it  (Maybe not)
