we have a traffic light system nearby that caused gridlock on the major arterial route even on Sunday afternoons after it was turned on, the solution was to turn the lights off and put bags over the light heads. The area is still busy but not gridlocked. I am not advocating turning all of the traffic lights off, we have other junctions that were improved by traffic lights, but not all.
