if we had to mix hot and cold water in a bucket, so for thermal equibrilium first what we had to add in the bucket​

Thermal energy means the two substances should be exchanging no heat energy, or their temperature should be the same.

Hot water has thermal energy, but cold water doesn't have thermal energy. So, in order to be in thermal equilibrium, it is the hot water which should be added first, as it'll transfer it's thermal energy to the added cold water and after some time it reaches an equilibrium state.
