if we have chlorine with us which needs 1 electron to completes its orbital. but there is no element available to lose 1 electron. instead there is an element present which needs to gain 2 electrons. so in such a case can chlorine lose its 2 electrons and attain half filled stability even though it is electronegative.?

Since both of them are electronegative in nature, they can't make an ionic bond, And in normal cases they won't even bond, but by some exceptional theories , they might form a covalent bond between them.
