well that is because of up thrust provided by the water.
When anything is submerged in the water it experiences a upward force called up thrust .
and if the density of the object is lower than water in respect to the area of of object submerged in water than it will float over the surface of water. that is because if the above conditions are fullfilled then the total up thrust acting on the surface of the object will be more than the wieght of the object.
