If we mix sodium hydroxide in water does it will change into ice

when we dissolve NaOH into H2O water gets hotter because when we dissolve water is polar and attract to break bond between Na+ and OH- energy is required but due to + and - charge on H2O on breaking bond Na+ and OH- H2O molecule attract both Na+ and OH- and they get collide and release energy. in the first step energy required less than energy release in the last step so on adding NaOH in H2O , H2O gets hotter.
