if we say that Ashoka had changed himself completely after the Kalinga war then why didn't he release the prisoners of war?​

This happend because he already defeated Kalinga and decided he would not wage any more wars on other states.... but he already defeated Kalinga so the prisoners were not released as Kalinga was under his rule..... after Kalinga war he would not make any prisoners or wage wars
