If we take water in any vessel and keep in freeze at 4°C it becomes in solid state but in polar region when the temperature is low at that time only surface of pond or lake become in solid state and inside liquid is as it is . Why this happened?

in polar areas a thik layer of ice forms on the pond and this layer act as a insulating layer which prevents passage of heat from outside to inside
