Water is the exhaust or byproduct of burning hydrogen which is an exothermic reaction (one that releases heat- fancy name for burning.) And once that energy is released as heat and water is formed, since you got useful energy out of the reaction it is now in a state where energy would have to be put in to split them back apart again.

This is done with electrolysis. Electricity is run through the water which in turn causes the two elements to split and go back to their pure state. Both gasses can then be easily collected separately and stored as hydrogen and oxygen.
