Step-by-step explanation:

let \: p(x) =  2{x}^{3}  - 3 {x}^{2}  +a x + b

when x = 0 then

p(0) = 2 {(0)}^{3}  - 3 {(0)}^{2}  + 0) + b = 0

b = 0

when x = -1

p( - 1) = 2 {( - 1)}^{3}  - 3 {( - 1)}^{2} + ( - 1)a + 0 = 0

 (- 2) - 3 - a = 0 =  > a =  - 5

a= -5 and b= 0
