Just put x=0 & x=-2 in the given polynomial & equate the polynomial to 0.
For x=0:
(0)^3 - 2(0)^2 + 3a(0) + b = 0
b=0

For x=-2:
-8 - 2(-2)^2 + 3a(-2) + 0 = 0
-8 - 8 - 6a = 0
a = -16/6
a = - 8/3

I hope the answer is correct.
