The pattern is very apparent when you look at the difference of the numbers on the LHS.

2,1 \to 2-1=1 \to 1x=9

So by this method, multiply the difference by 9 to get the number on the RHS.

Let's see if this pattern holds up…

4,2 \to 4-2=2 \to 2x=18

5,3 \to 5-3=2 \to 2x=18

6,3 \to 6-3=3 \to 3x=27

So, evidently, the pattern holds up for all pieces of data.
