a(x)=px²+7x+q

therefore, a(2/3)=a(-3)

:p(2/3)²+7(2/3)+q=p(-3)²+7(-3)+q

:(4p/9)+(14/3)=9p-21

:(4p+42)/9=9p-21

:4p+42=9(9p-21)

:42+189=81p-4p

:231=77p

:p=3

therefore,a(-3)= px²+7x+q

:0=(3)(-3)+7(-3)+q

:0=-9-21+q

:q=21+9=30
