let the roots be =a&c
we know
a + c= -  coefficient of x \div coefficientof {x}^{2}
therefore
a+ c=-7/a
2/3 - 3=-7/a
-7/3=-7/a
a=3
a \times c = coefficientoftheconstant \div coefficientofthe {x}^{2}
ac=b/a
2/3x-3=b/a
b=-2x3
b=-6
