Given

 \alpha  =  \frac{2}{3}  \:  \: and \:  \:   \beta  =  - 3

So,

 \alpha  +  \beta  =  \frac{2}{3} +  ( - 3)  \\  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \: =  \frac{2 - 9}{3}  =  \frac{ - 7}{3}  \\  \\  \alpha  \beta  =  \frac{2}{3}  \times ( - 3) =  - 2

Therefore,

quadratic polynomial =

 =  {x}^{2}  - ( \alpha  +  \beta )x +  \alpha  \beta  \\  =  {x}^{2}  -  \frac{7}{3} x + ( - 2) \\  = 3 {x}^{2}  - 7x - 6

So,

a = 3 and b= -6
