 {x}^{ - 2}  = 64

 {x}^{ - 2}  =  {8}^{2}

 {x}^{ - 2}  =  (\frac{1}{8})^{ - 2}

x =  \frac{1}{8}

now according to question

( {x})^{ \frac{ - 1}{3} }  +( {x})^{8}

on putting thw value of x

we get the answer ->2
