So, we're given that
x/2 =y/2 = z/7

Let them be equal to another number a
 \frac{x}{2}  =   \frac{y}{3}   =  \frac{z}{7}  = a

therefore,
x/2 = a
x = 2a
similarly,
y = 3a and z = 7a


(2x-5y+4z)/2y

substitute the values for x, and z
and you'll get

{2(2a) - 5(3a) + 4(7a)} / 2(3a)
= (4a - 15a + 28a)/6a
= 17 a/6a
= 17/6
= 2.8
