$\frac{ {x}^{2} + 1 }{ {x}^{2} } = \frac{ {(3 + \sqrt{8 \: )} }^{2} + 1 } { {(3 + \sqrt{8)}^{2} } }^{2} = \frac{9 + 8 + 1}{3 + 8} = \frac{18}{11}$
