4x+9y=117\\9y=4x-117\\y=13-\frac{4x}{9}\\

So, as y is non-negative integer (given in the question) ,

x must be a multiple of 9 in order for y to be an integer

So, x = 0, 9, 18, 27.....

For only four values of x we get integral values of y which are 13, 9, 5, 1

Hence, we have only four solutions
