x is 10% more than y

so,

x =   \frac{y + 10}{100 \times y}  \\ x =  \frac{11y}{10}  \\ x = 1.1y \\ as \: y \: is \:  \: less \: than \: x \\  =  \frac{0.1}{1 \times 100}  \\  = 10 \%
