now, y is less than 1

so,

y  < 1 \\  - 4x + 17 < 1 \\  - 4x + 17 - 17 < 1 - 17 \\  - 4x <  - 16 \\  \frac{ - 4x}{ - 4}  <  \frac{ - 16}{ - 4}  \\ x < 4

so value of X:

( -  \infty  \: to \: 4)
