let x=6k and y=11k
8x-3y=48k-33k=15k
3x+2y=18k+22k=40k

now,
8x-3y=(8*6k)-(3*11k)=48k-33k=15k
3x+2y=(3*6k)+(2*11k)=18k+22k=40k
now,
(8x-3y):(3x+2y)=15k:40k=15k/40k=3k/8k=3:8
