the answer is 5

 {x}^{2}  +  4{y}^{2}  = 17 \\ add \: 4xy \: on \:  both \: side  \\  {(x)}^{2}  +  {(2y)}^{2}  + 2 \times x \times 2y = 17 + 4xy

 {(x + 2y)}^{2}  = 17 + (4) \times (2) \\  {(x + 2y)}^{2}  = 25 \\ (x + 2y) =  \sqrt{25}  \\ x + 2y = 5
