Subject: Flagrant Cruelty against Animals

Sir:

I write to your Excellency to express my deep anguish over the flagrant cruelty against animals in our society. I became very upset when last week I saw an outrageous killing of a leopard in a colony on the outskirts of Delhi. A leopard by mistake entered a human settlement bordering a bio-reserve; this caused so much panic among the people there that they killed it mercilessly! The condition of other animals is equally deplorable. Every other day we can see the mangled bodies of dogs, cats, buffalos, mules, etc. on the roads.

These poor animals don’t have any habitats left unto them because of man’s urbanization. They are forced to live among men; but they are not being treated respectfully by man. The other day I was reading an article on internet. I came to know that cruelty against animals is illegal in our country! According to the Constitution of India: “It is the fundamental duty of every citizen of India to have compassion for all living creatures. Article 51A (g).” There is another law that says, “To kill or maim any animal, including stray animals, is a punishable offence. IPC Sections 428 and 429.”

I wish to request and appeal Your Excellency to look into this serious problem. I feel the people, the Animal Welfare Societies, and the concerned Ministry and government authorities should work concertedly to stop this cruelty against animals. There should be special authorized Police Force for animals. There should also be a special court for animals where the offenders can be sued for violating animals rights. After all they are our fellow partners in existence. It is our responsibility to look after them. I am hopeful your honorable self will take prompt action in this regard.
