if you are a mayor of your city what would you ensure for garbage disposal and cleaning of the roads

I would ensure separate garbage pickup trucks for biodegradable and non - biodegradable wastes.I would also recruit unemployed people and even beggars of my city to clean the roads, a separate batch for different days of a week so that more unemployed and poor wouldnt have to sleep empty stomach.
