First Case::: When observer is in the bus.

When he is in the bus then you may considered as in rest motion.

Second case::: When observer is outside the bus.

He will be looking at you from the outside of the bus. To him the bus is moving and you are sitting inside it then you are also moving for him. So you are considered in motion
