If there is a relative motion between two bodies we say that the body is in motion but at the same time the same body can be in rest with respect to another body. For example, a person walking on the street is in motion with respect to the buildings on the road but in rest with respect to a person moving with the same velocity as that of the initial person.

In your question since the relative motion between you and your frnd will be zero, therefore you will be at rest with respect to your friend sitting next to you. But if it was a bus and your friend suddenly stand up and just start moving in the bus then relative motion between you and your friend will not be zero.So in this case your friend will be in motion with respect to you and also with respect to the moving bus. But as you are sitting, so you will be in rest with respect to the moving bus because there is no relative motion between you and the bus.
