this is due to inertia of rest our body tends to stay at rest but when it suddenly stops we undergo in state of motion and fall forward

Initially when the bus is in motion the person sitting inside the bus is also in motion. When breaks applied suddenly, the bus came to rest but due to inertia the person sitting inside the bus wants to be in motion even after also the break was applied. Therefore he moves little bit forward and comes backward after the break was applied.
