Anne Frank feels that teachers are 'unpredictable'. She is a thirteen year old girl and has a simple, straightforward understanding of the world. She does not understand the complexities of life. To her, things can either be right or wrong, black or white. She has not been exposed to the 'grey' areas of life and is only trying to express her thoughts on the supposed unfair judgement of teachers.
So, Anne feels that if the children in her class are not smart, they should not be promoted to the next class, but she is not sure if that is what the teachers also feel. Teachers consider many other things too, which Anne is unaware of. She finds it rather unfair.
Similarly, when Mr. Keesing takes her essays and poem positively, she is a little surprised. They were supposed to be tasks given as punishment, but she even gets appreciated for the poem. This makes her feel that teachers are unpredictable. She unknowingly expresses the simplicity of a child's mind.
