Somehow have emergency imposed on our country (so that I can practically become a dictator).

I’ll also increase ISRO’s funding and approve a human spaceflight programme. I will also approve a manned mission to the Moon.

I’d also increase the expenditure on R&D to 3% of GDP. Science is the way ahead.
