Yes. The purpose of the page should be convenient to determine so that the reader can understand at once whether he should continue reading the page is not.
However, if one can not determine the purpose of the page after extensive effort , the Page Quality (PQ) because an ideal page's purpose should be easy to determine through little efforts.
A designer must try to make the purpose of page as feasible to determine as possible."
