if you could make one important change in the life of a farmer what would it be? how would the change proposed by you improve the life of a farmer

The farmers contribute a lot to society, being part of agriculture which acts as a sustenance for human life. I would very much want a farmer to have a good and comfortable life. Farming is not always productive as it depends on lots of factors like natural resources like rain, economic condition of the farmer, technologies used in cultivation etc.
A farmer may do well one year and not do so well the next year due to any of the above factors which would affect his life and that of his family adversely.
I would like a farmer to have an alternative source of income by equipping himself with some vocational training. It could be training in electrical fittings/repairs, mechanical, plumbing, masonry etc. The government tries to help people in villages by promoting vocational courses. I would want the farmer to join such courses to learn and take up alternate source of work when the need arises. He should take that extra effort to really work for the betterment of his life and that of his family during slack times. Farming may still be his main source of income for regular living.
I would like to personally go to villages to promote this kind of a change to make a big difference in the life of the people in rural areas. It is not an easy task. I also need to ensure that there are enough facilities for vocational training available in such areas. If that is not the case, I would have to approach relevant authorities to do the needful and also get additional support wherever necessary.
