I have heard of people saying that they live by certain rules they wouldn't break, which at most times are values or principles.

Rules can be put into place but if their are no laws to follow through, then the rule at times fail to work, especially for those who don't benefit from it or don't understand it, it forces authority to put it into law.
For example their should be a rule that if a boy impregnates a girl, the boy must take responsibility of the child just as the girl does, to avoid having so many teenage mothers shouldering a child responsibilities by themselves.
It might be a rule, but it has to be put into law to work.
