If you observe in a rose plant the branch with 7 leaves will not have flowers.Why?

Because that part of the branch is not the complete one which can support the blossoming of flowers it may be a growing one or just a tender one .
Or sometimes even the flowers may not bloom because of the seasonal conditions...
