Two mediums are the solid i.e. the railing and the air around the railing. When you tap the railing the vibrations propogate through railing as well as the air. We hear the sound through the solid first because the speed of sound is higher in solids than in air, then we hear the sound through air second as waves take more time to propogate in air.
