When a person stands at the centre of a circular track and watch athletes run around it the distance between the athletes and the person does not change. But this does not mean that they are at rest. Though the central distance remains the same between the athletes and the person but the circular distance is changing continuously. According to the person's frame of reference, the distance between them remains the same which implies that the displacement is zero but distance is not zero. Hence, the athletes are not at rest.
