When we get HURT on the elbow, we get a shock like feeling because the ulnar nerve runs from your shoulder to the elbow and it is not covered with hard tissue. That is the reason we get a shock like feeling when hurt on elbow.. I will be happy if the answer helped you:-)

The reason we feel shock at elbow when we hit it somewhere or it get injured because the elbow joint is not well padded and when something hits, the brachial nerve which gives rise to radial and ulna nerves get hit directly.

Due to any injury  at elbow, these nerves can get traumatized and causes numbness.
