I would have first of all, took an initiative to curb the deforestation that was happening to fulfill the needs of the railway.
Business deals with foreign countries to fulfill the needs of fuel and wood in case of need.
Setting up of oil refineries in the Indian Ocean, to fulfill the railway's needs. Oil wells would be dug too.
A controlled system of cutting and planting trees for the sleepers.
Regular pay of the workers for fast manufacturing and resource collection.
