I would talk to the monitor and make him realize about his mistake. I would advise him that he must first set an example by being disciplined so that the rest of the students will respect him and will wear proper uniform.

I guess although you've been wearing wrong, different uniform everyday, you're not being proper and checking yourself, but you're penalizing the other students...
I might be wrong, but in my opinion, firstly, you ought to be in proper uniform so that you can give example to others to of the same thing...
